I agree with the others. Just a pile of hay doesn’t mean anything. Rabbits like to push hay around and dig. Without the actual nesting behavior accompanying it, I think it’s probably just normal rearranging of hay.

This can be normal behavior, especially since the cage as a plastic, slick, bottom, so sliding and pushing hay is going to happen pretty natural. If there are no other signs, I’d say this is normal behavior for an un-pregnant rabbit. Rabbits like to dig and rearrange in their living quarters (and in other places as well). If you give them plastic baby keys or stacking cups they tend to like to toss those things around. So this is not a behavior that means a rabbit is pregnant.
