Personally, I have had better luck with a handheld shower head. I would place a towel in the bottom of the bathtub, prop bunny up with one hand under his chest, then use the shower head with the spray turned way down to wet just his butt. I think it would be helpful to rethink their housing, but I would go a step further than what you are considering. If possible, I would set them up in side by side pens in the same room, and then swap who is in which pen every day or two. You can soften hay by steaming it in a metal sieve. My vet recommended this to me when one of my buns had difficulty chewing hay. Only steam portion size amounts at a time, it will dry quickly at room temp.
