So, I totally understand your frustration, but I would urge you to be patient, as annoying as that is. Some buns take a very long time to decompress from the shelter environment. In the meantime, you could try using a stand-in. A lot of people use a stuffed toy. Simply redirect him to that whenever he starts humping.

You said you never noticed a dewlap on her before the spay? I would take her to the vet. Can you feel the dewlap and make sure its just malleable fat like mentioned above? If it’s hard then it could be something more worrisome especially if it just formed after the surgery. Also is it possible to include a picture of the area?

I would wait a while, it’s good you want to make sure Lilly has the best life possible, but you don’t have to rush to get her a companion right away. Maybe by the time Lilly is old enough and well recovered from her spay you can reapply for that adoption application and show you have much more experience with rabbits!
