In my opinion, 19 hours isn’t long enough. Most people recommend at least 24 hours as an absolute minimum, and personally I usually aim for at least 48 hour of them acting fully bonded.

So I would go back to a neutral spot (could be a different neutral spot), and re-cement them.

Don’t be alarmed when she acts differently at home vs. elsewhere, I’ve found most female bunnies are more territorial of their home turf, but it doesn’t mean she can’t be bonded. I agree that the hay might be the culprit, and it could even be a particular batch of hay that was extra dusty. You could try refilling her hay outside, because that tends to kick up a lot of dust.

Yes, it is possible to develop new allergies. This is especially true if you are exposed to the allergen more. I developed a rabbit allergy. And no, I’m not allergic to grasses at all. As Bam suggested though, it doesn’t hurt to try switching up hays to see if that helps. When someone is allergic to hay, Timothy seems to be a common culprit.
