It is clear discharge, not goopy at all. It actually hasn’t been wet for about 24 hrs now.  I boiled water and put it on a cloth and wiped his eye down, is it possible that it dislodged something in his tear duct I wonder? (I don’t know how deep/intricate their eye system is).

You should phase out the poultry pellets (dont stop from one day to another, they must be phased out slowly) so that he starts to eat more and more hay. If you can get rabbit pellets you can slowly wean him on to rabbit pellets. The poultry pellets could be the root cause of his problems.

If he is eating poultry pellets and not hay, that is not healthy for his gut flora. Rabbits need a lot of fiber in their diet for their poop to move through properly. Rabbits shouldn’t be itching themselves so often — how does his fur/skin look? I agree that treating for mites may be a good measure– not all mites are perceivable to the eye.

You could isolate him to a different area done-up in cardboard and generally nothing but the bare-minimum and see if there’s any relief to rule out allergens.

Its difficult to say if you’re being “paranoid”, because young rabbits do scratch themselves often, but they’re not supposed to scratch themselves incessantly. Maybe you could film him?

Update he poop kinda lot compare to the 3 giants I pictured. He poop 2 size of giant ones 2-3 half the size of medium ones and 20fecal pellets worth hard ones. If he is itching himself fantically all the time it could be an allergy of some sort. A vet can prescribe children’s benadryl (diphenhydramine). Since you’ve been to the vet with him you could perhaps just call them and ask?
