It’s hard to know with young bunnies whether it’s territorial or they just don’t care LOL. It can also help to restrict her space to just her pen for a few days to see if that helps. I’ve also found carefresh litter to be really good for litter training, something about the soft texture makes bunnies inclined to pee on it.

You could try corn starch (or potato starch). Massage the starch into the stickiness, then brush or comb out. This method is often used for sticky poop in rabbit fur, I myself have used it several times. Starch is (obviously!) non-toxic and has no scent or anything else that could irritate the bun’s skin or be harmful if ingested.
