Is it just irritated? Or could it be a skin infection (bacteria, yeast) from the bandage getting wet?

If it’s just irritated, you could put some ointment on the area to help it heal. Things like plain diaper rash ointment (no zinc), silvadene cream, Bag Balm, etc. are all suitable.

Milky urine or a chalky white residue that remains after the urine is dry is not necessarily worrisome. As Wick said, their bodies natural rid themselves of excess calcium. When they were babies I didn’t, but I gave them a LOT more than they get now as adults plus of course hay and salads once they were old enough. Since she’s only 4 months it shouldn’t hurt her to have a bowl of pellets out for a couple more months, then you can reassess what whether she needs to start cutting back and eat more hay.

You can clean the hutch with the hutch cleaner (check the ingredient-list, some cleaners that contain pesticides  can require very good airing out before the hutch is lived in). I cleaned my buns living area with (hand-) dishwashing liquid and water and vinegar.
