What kind of litter do you use, is it absorbent? Does he have any fur matts in that area that you can see, that may affect the stream of his urine? I’m not really sure what that could be.

Has he ever rejected his litter box before? Is he digging it out? Did you say his area is covered in pee also?  Maybe he’s started spraying.  I know he’s neutered but some still spray on occasion.  So you may need to determine as to why he feels he needs to spray.

He could also have peed on the floor somewhere and sat in it so it soaked into his fur. If this is happening a bit, I’d say he needs to be checked out by the vet. It’s can be one of the signs when a rabbit is ill. Otherwise he might be rejecting his box if you’ve made any changes OR he wants a bigger box, different litter maybe.

How often do you empty the litterbox?  You could always try adding a “grate” to his box to preven him from being able to sit on his litter.  Can he groom himself OK?  how is his weight?

Is this new-like just today? Could be he accidentily sat in pee. But that can cause urine scald-I’d give him a quick bum rinse to get the acidity down and then monitor to see if it happens again. If it’s constant definitely get to the vet to find out why.

Urine scald could be the sign of a urinary tract infection.

I would agree about getting a grate if this seems to be a habit that he has, as the urine can really burn/scald Baxter’s skin. Is the urine dried or wet? If its dried it sounds like a one time thing, but if it is wet that would be pretty concerning because it sounds like he is developing some kind of habit, or there is a UTI like Sarita mentioned.
