Some bunnies love to dig, especially in litter. My bunny Layla is a mad digger, she digs it all out, I put it all in, she digs it all out (repeat as desired)
So what I did was limited the amuont of litter I put into her box to just a light covering. It means I have to change it every day instead of every other day but it’s still much easier than scooping it all back in 10 times a day.
The litter box I have it quite deep & long so it’s also harder for her to get the litter out of now, but if your bunny is small this might not work.
Some people here have had luck with covered litter boxes.
About the dragging, does Tuna have toys? Maybe he’s bored?

have you tried the box in a different place? it’s frustrating when they finally get the training and then they find something else to annoy us with… lol! some people have used hardware cloth in the litterbox, or a grated litterbox. i agree with C&C that you can try doing less litter and see if that is better. have you thought about making a box with shredded paper to satisfy his digging needs? how often are you cleaning the litterbox. some get mad if it’s too clean or too dirty.

yeah, i think that it does have to do with his litter being too clean because that seems to be when it happens most but i just changed the litter and he hasnt messed it yet! i also made him a bunny condo and he LOVES it! its so cute! so perhaps he was a little bored? he doesnt show too great of on interest in his toys so the condo was definitely a good thing.

Pepper digs in her litter when she’s bored. I put a cookie-cooling rack from the dollar store over the litter so that she couldn’t toss the stuff around, and put out more stuff for her to play with, and I also made an effort to spend more time with her (I was touring and she was probably lonely) and she soon stopped.
