I would suggest letting him come to you 
Since he is already people friendly, he will probably come to for pets on his own! A good way to bond with a rabbit is to sit quietly with them on the floor (reading a book or something) and allow them to approach you on their own. Most are so curious that they will come check you out after a while! If he doesn’t right away, don’t feel slighted, he is just getting used to his new environment. It can take some rabbits time to come out of their shells, but once they do you can build a trusting relationship rather than forcing him to interact with you.
Just a note that, although he may be fine being picked up as a baby, most rabbits don’t like being picked up as adults. For Thor, daily cuddle time is in the ground or the couch, with her sitting next to me. She does love to be stroked and begs for attention, just only on her terms, the little loaf <3
