I would definitely read up on bonding before putting them together for any unsupervised time. Generally speaking you start in a neutral area (one new to both bunnies), semi neutral area (one uncommon for both bunnies), and then non neutral territory (Dizzie’s area). I think what would worry me is that even though he’s neutered Flurry is still very much a baby and his personality is likely still forming. I’d worry even if they appear bonded that they could possible get into a kerfluffle later on. But I’m not an expert on bonding by any means.

As for living situation. I would keep them in the same general area but far enough apart that they can’t “get at each other”. It’s good for them to see, smell, and hear each other without being able to fight. I would put something down, like the tablecloth, just in case he has an accident.
