I have been making homemade cookies using veggies, fruit, rolled oats and crushed pellets with some loose hay. They always end up more crumbly but Bentley eats it just fine.

After seeing some some ingredient lists from some bunny shops I notice many use oat flour. So I decided to try. I got gluten free oat flour and mixed it with some crushed pellets, blackberry and blue berry for color and some dry dandelion herbs and water Is there any ingredients in here that might be bad for him? I took out a small one and it mainly smelled like oats. He also ate it pretty eagerly but just in case I wanted to make sure none of these ingredients can do harm.  Of course these are simply treats and will be given sparingly. Thank you!

As sparingly given treats they sound fine to me. The ingredients to avoid using a lot of in homemade treats are sugars (including honey) and fats. You can make homemade oat flour by just grinding rolled oats in a blender.
