Sounds like they are bonded! The closeness of their bond will continue to grow, but from your description, they sound bonded to me. So congratulations!
Licking the eye is normal. Many times it is to help get the sleepy out each other’s eye. Just watch that he’s not causing an irritation by over-grooming.
Thank Goodness Jack likes to clean Rucy’s eye. She has a permanent weepy eye due to scar tissues that block her tear duct, so when she eats, when she’s excited etc (when more tears flow) the fur around her eye gets wet, but he makes sure to take care of it. He does such a good job, I rarely have to wipe it.
Before Jack, I would have to wash the wet fur with a warm damp cloth (otherwise the tears dry, and can irritate the skin and cause pain and hairloss) But I would say, now only once month I may have to tend to it, but usually he takes such good care of her weepy eye that you would never know she had blocked tear ducts anymore.
