        I just used up the willow in the paper bag. I see that the bag has a sisal rope on it. I am going to tye it to the cage side and let her  tear it up. I am sure she will like that. Will keep her busy.  Then I can use the rope to tie an empty bb hay bag to Cottons wall.  HE probably tear it  up too.

          I sometimes fill up a small paper bag with oat hay and let the bunnies shred it to get the hay out.
