My mini rex Cocoa developed very small sore hocks on her back heels. We took her to the vet and he instructed us to apply neosporin everyday, which we have been doing. However, I noticed today that one of her sores has a very small white dot right in the middle. It has no sign of infection and it hasn’t gotten bigger or anything. It doesn’t look like puss at all either. Does anyone know what this could be?

It could perhaps be a callus formation? I think you should call the vet that started her on the neosporin and ask. If it’s something that needs opening up and cleaning out you’ll need to take her in, but it might just be a non-infectious callus.
