I just got my two boys neutered and one is very good about using his litter box but my other boy refuses to use his. I have tried everything I can think of to get him to use it. I tried moving it to different locations, placing soiled hay inside, putting his hay rack above the litter box, and trying different sized litter boxes and so far nothing has worked. He seems to just poop everywhere and not in just one corner and he likes to sneak the hay from the rack from the side of the box instead of getting into the box to eat I am not sure what else to try.

can you catch him in the act and pick him up and put him in his tray? Like you do with toddlers, you catch them doing it and put them on a potty or toilet?

It can take a while for their hormones to settle after they are neutered, so it’s not unusual to see some bad habits continuing for a while.
Can you move the hay so it’s not in reach from the edge of the litter box?
Is he still peeing in it? To be honest getting them to pee in it is half the battle, I think it’s actually hard to get them to poop in it 100% of the time(although doable some rabbits remain blasé about litter box strictness)

He only pees in it half the time ?. His hay rack is screwed into the wall and is all the way in the corner he will just stretch his entire body to get hay and avoid getting into that box! He is still spraying too.

I have tried picking him up when he’s in the act but he HATES to be picked up and fights me as soon I try to pick him up which makes him stop what he is doing. He will gladly come up on my lap by himself for pets but he does not like to be picked up.
