Wow, you have some great bunnies! I wish mine would sit on my lap, although he does live to be petted.
I would let give them both pets for a certain amount of time (10-15 minutes), a few times a day.- see if you can sit beside them and use one hand on each, or just go back and forth. When the time is up, give them a healthy treat to reward them and signal that petting time is over. Then go about your day, even if they follow you and beg for more attention. I always talk to my bunny, but that can be done while doing other things! Nipping is obviously undesirable, and I would let out a high pitched sound of pain and turn away if they nip.
Also maybe try to get them involved in some playtime- paper towel rolls stuffed with hay, plastic soda bottles tightly closed with pasta inside (my bunnies always loved the noise!) or cardboard boxes with holes cut out so they can shake out pellets or a few other small treats. Maybe that will make then more focused on playing instead of you. Also, the fact that they are happily bonded should fulfill a lot of their needs, and hopefully alleviate some of your guilt. Rabbits are excellent at guilt trips lol.
