How old is she? Baby rabbits are kinda, for lack of a better term, ADD. It is going to be very hard to litter train her until she is older. Older bunnies have more developed brains and can learn stuff like litter training a lot faster, and don’t forget like babies do!
If she’s only a couple months old I wouldn’t get discouraged and would expect her to forget later that she was litter trained (if you succeed soon) but once she gets older it will be easier!
For my bun Missy it only took me putting a litterbox on the floor and she knew already what it was for, but she was also almost a year old when I adopted her.

It’s easier to litter box train a rabbit that has been spayed or neutered, so you may not have a lot of success with it until your rabbit has been spayed.

Are you using bedding on the cage floor?

You don’t need to use any bedding. If you remove that, I think you’ll see a big change in her litter habits. At the moment she probably doesn’t see the difference between the bedding and litter material.
They don’t need bedding and lots of bunnies push it aside so they can lie on the bare floor.

As she grows, make sure to get her a bigger litter box to keep up good habits. Some that they sell with cages are just too small.
