Definitely go with a neuter. Your local humane society is a great place to ask. Also, check out Petfinder with your zip code and rabbits in a search to find other rescues in your area to ask for a good vet referral.
Holding the treat up so he stands is my suggestion also, but to add to that, place a flat mirror, like a hand mirror, on the floor near his feet when you do it so you can look into the mirror as he stands and get a really good view of him underneath. It’s all you need to see any redness or swelling. Be sure to ask whoever does it to give you a little metacam to take home when it’s done for the first 24 hours in case he is in discomfort. And all vets can be called if you have any concerns about him in the next few days. I hope you can get it done. He is old enough to be scheduled immediately.
BTW, don’t rule out an exotics vet that’s good, but an hour or 2’s drive from your home. It’s a one time visit if you can let him stay overnight (and they should) and you can just have a local vet on standby by phone if he has any post-procedure problems rather than going to the original vet again. It’s not often you need to worry, especially with a male.
I’m in FL too. I also would check for veterinary schools in your area. Tallahassee is a pretty major location, so there may be one that would be willing to do it in exchange for letting a class observe.
