It’s impractical to use shredded paper as bedding, and unless you have an enormous stash of paper bags I’d sooner use wood stove pellets in the litter box. Paper can be used as bedding and it’s better than newspaper because even if the newspaper dye is deemed safe, it can stain the bunny. Many of us here use cheap fleece blankets or pieces of fleece blankets as bedding. It’s safer than woven fabric and buns tend to like snuggling and digging in fleece.
But if you’re just looking for an inexpensive and practical type of litter for the litterbox, wood stove pellets are great for that. It’s sold in like hardware stores/home improvement stores and it’s normal use is to heat homes. You want a type that hasn’t got any accelerants in it.
