Hi Bunnyfoofoo! I saw this in the pet store, so cuiroius, I picked up the bag to read it and had the same exact thoughts that BB did. Wood fibers not suitable for paper processing. Any wood, soft or hard is used for paper making and I really wonder at what point these unsuitable fibers are sorted out from the “suitable” ones and if it is before or after any chemical processing. So it really is best not to use this stuff because harwoods are bad for a rabbit to eat and can be toxic and pine that has not been processed like wood stove pellets emits phenols which can cause liver and/or kidney damamge.
It also appears that the fiber sorting happens in the pulping stage, of which any method can be used and my instinct tells me that one or more of those ways involves harmful chemicals.
Here is more good information on the paper making process if you are curious to learn more:

O.K. I am really sorry I looked at methods of pulping.
I saw things from cyanide and hydrogen sulfide to bleach. So please tell me Care Fresh uses environmentally friendly paper?
