Yes, it’s perfectly ok to compost bunnied-on litter. I compost my used litter (wood stove pellets and straw pellets). Rabbit droppings/pee can be used as fertilizer right away though, you don’t have to let it “burn” like you need f ex horse manure. It won’t hurt anybody’s garden.

What might upset people is more difficult to say though. Some might not like the idea of pee and poop.
