I got my Holland Lop, Midas, a week ago. Earlier today I started noticing little tufts of fur all over his cage. We aren’t completely bonded yet, so I was wondering if I should wait until we are bonded, or brush anyway.

Dont try to pick him up, just let him come to you and brush him This may be a bonding experience! maybe even give him a treat to entice him

No problem! If it doesnt work out always pick up the extra fluff :p And see if you cant pet him and start “grooming” from there (Sometimes you can get extra hair out by petting with a damp hand) Mind you, my bun likes water, so she doesn’t mind this.

Another thing you can do is “pluck” their fur while you pet him to gently grab loose hairs, but not all buns like this.

When I have more money, I am probably going to buy the Hairbuster, but for now I will probably just pet him with a damp hand like you suggested (great idea by the way, haha.)
