Most phone books are totally safe, but I would remove the cover. My Cinnabun loves phone books. Here she is having conqured her latest one. It was super fun to clean up….

The bulk of the phone book is printed with soy based ink and is safe. You want to remove the covers and any glossy pages, … the regular paper pages are fine. Silver adores ripping them out, he likes pulling on things.

We gave our bunnies a phone book. It might have been too advanced for them, seeing as they were only 7 and 9 weeks old. They expressed their appreciation by peeing on it and chinning it but didn’t tear out the pages. I think we’ll try again when they’re older.
